新时代中国共产党权力治理的现实意义、逻辑遵循及路径建设

Practical Significance,Logic Guidance,and Path Construction of the Power Management of the Communist Party of China in the New Era

权力治理是治国理政中重要而关键的问题。应从现实意义、逻辑遵循、路径建设三个有机统一的维度切实有效地理解和把握新时代中国共产党权力治理之道。在现实意义上,中国共产党权力治理着眼推进良政善治水平的有效提升、历史使命任务的切实担负以及人民美好生活需要的不断满足。在逻辑遵循上,中国共产党权力治理立足科学处理权力与其行使人作用关系,着眼建构一种“议行合一”架构下基于多元制约尤其是更为强调党性规约与之相结合的治权与治党互构并行的治权模式,进而推进两方面协同发力。在路径建设上,中国共产党权力治理从全面加强党性教育和党性治理力度、着力优化权力结构体系和权力运行机制以及深入推进党纪约束和法律制约协调融合发展等方面,探寻有效的治权举措。与西方国家权力治理相比,中国共产党权力治理具有鲜明优势特点和重大进步意义。

Power management is an important and key issue in governance.This study helps us effectively understand and grasp the way of power management of the Communist Party of China in the new era from three organic and unified dimensions,namely practical significance,logic guidance,and path construction.In terms of practical significance,the power management of the Communist Party of China focuses on effectively improving good governance,shouldering the responsibility of historical missions and tasks,and continuously satisfying the people’s needs for a better life.In terms of logic guidance,the power management of the Communist Party of China is based on scientific management of the relationship between power and its executor.It focuses on constructing a governance mode based on multiple constraints,especially putting more emphasis on the mutual construction and parallel of power management and Party governance on the basis of the combination of party spirit norms and multiple constraints,under the framework of“combination of legislative and executive powers,”so as to promote the synergetic development of the two aspects.In terms of path construction,the power management of the Communist Party of China seeks out effective power management measures by comprehensively strengthening party spirit education and party spirit governance,optimizing the power structure system and power operation mechanism,and deepening the coordinated and integrated development of party discipline constraints and legal constraints.Compared with the power management of Western countries,the power management of the Communist Party of China has distinct advantages and great progressive significance.
