党建引领社区治理的逻辑、现状及提升路径——基于T市Z镇18个社区的考察

Logic,Present Situation,and Promotion Path of Community Governance Guided by Party Building:Based on the Investigation of 18 Communities in Z Town

党建引领社区治理是社区治理取得显著成效的重要法宝。T市Z镇通过强化社区党建引领、做实社区治理平台、打造社区治理“全科网格”等方式,营造社区共建共治共享的良好氛围,社会治理体系得以进一步完善。然而,Z镇党建引领社区治理还存在社区党组织治理权威不强、引领能力较弱,社区治理活力略显不足等问题。基于此,要塑造与强化党组织治理权威,着力增强党员先锋模范意识;增强与提高党组织引领能力,促进多方社区资源有效整合;构建与完善多元主体协同共治体系,持续激发社区治理活力。

Community governance guided by Party building is an important magic weapon for community governance to achieve remarkable results.Z Town creates a good atmosphere of community co-construction,co-governance,and sharing by strengthening the guidance of community Party building,building a functional community governance platform,and creating a“general grid”of community governance,which further improves the social governance system.However,there are still some problems in community governance guided by Party building in Z Town such as weak governance authority and leading ability of the community Party organization,and insufficient vitality of community governance.Based on this,we should shape and strengthen the governance authority of the Party organization,and strengthen the vanguard and model consciousness of Party members.We should strengthen the leading ability of the Party organization and promote the effective integration of multiple community resources.We also should build and improve a system of collaboration and co-governance by multiple entities to continuously stimulate the vitality of community governance.
