立法队伍作为法治专门队伍的重要组成部分,是全面依法治国的重要力量。新时代立法队伍建设的重大成就主要表现为立法队伍建设向地方延伸、立法人员职业准入机制正在建立、立法人员选拔渠道不断拓展。新时代立法队伍建设面临的现实困境有立法队伍编制与结构不合理、立法人员准入机制不科学、立法人才培育机制不健全等。新时代立法队伍建设的完善路径是坚持把政治标准放在首位,惩治立法腐败,推进立法队伍革命化;制定“立法官法”,实现立法队伍设置根据正规化,合理确定立法队伍编制,实现人事管理规范化,推进立法队伍正规化;健全立法人员资格准入和选拔的专业标准、立法专家顾问机制和立法人员培训机制,推进立法队伍专业化;以聘任制公务员的形式招聘高级立法专员,建立立法人员专业技术职务序列及工资制度,完善职业荣誉制度和表彰奖励工作,推进立法队伍职业化。

As an important part of the specialized team of the rule of law,the legislative team is an important force for advancing law-based governance in all respects.The great achievements of the construction of the legislative team in the new era are mainly manifested in the extension of the construction of the legislative team to the local level,the establishment of the professional access mechanism for legislators,and the continuous expansion of the selection channels for legislators.The practical difficulties faced by the construction of the legislative team in the new era include the unreasonable size and structure of the legislative team,the unreasonable access mechanism for legislators,and the imperfect training mechanism for legislative talents.The ways to improve the construction of the legislative team in the new era are as follows.It is necessary to put political standards first,punish legislative corruption,and promote the reform of the legislative team.Efforts should be made to formulate the Legislator Law,standardize the establishment basis of the legislative team,reasonably determine the size of the legislative team,standardize personnel management,and promote the standardization of the legislative team.We also should improve the professional standards for the qualification access and selection of legislators,the legislative expert consultation mechanism,and the training mechanism for legislators,and promote the professionalization of the legislative team.It is also needed to recruit senior legislators in the form of appointed civil servants,establish the professional and technical job sequence and salary system of legislators,improve the professional honor system and recognition and reward work,and promote the professionalization of the legislative team.
