三治融合:农村党建嵌入基层治理模式探究

Integration of Three Governance——Research on the Model of Rural Party Building Embedding Grass-roots Governance

健全自治法治德治相结合的乡村治理体系为新时代创新基层治理方式提供了新的视角,也对基层社会治理水平提出了更高要求。在转型中国的背景下,三治融合的实践由于没有处理好整体与部分、传统与现代、一元与多元的关系而遭遇了一系列治理困境。面对新时代独特的问题表征和发展关系,需要探索基层党建嵌入基层治理的新模式,这不仅是对上述治理困境的积极回应,也是发挥基层党建在政治引领、思想引领和组织整合方面的独特优势。如何将党建优势转化为基层社会治理效能,创新三治融合的实践路径,需要在以下四个方面做好工作:以满足人民群众对美好生活的需要为切入点,以社会主义核心价值观引领传统文化与党建廉政文化的互融为着力点,以发挥党员的带头模范作用、提高基层主体参与治理的积极性为关键点,以打造党建示范点、发挥示范点的带动辐射作用并总结、推广治理经验为落脚点。

Perfecting the combination of self-governance,rule of law and rule of virtue in rural governance provides a new perspective of innovating rural governance style and asking for higher demand for rural governance level in the New Era.The practice on the combination of self-governance,rule of law and rule of virtue is encountering a series of governance dilemma which originates from poor relationship between whole and part,tradition and modernity,unification and diversification in China’s transforming.Facing the unique problem representation and development relationship in new era,we need to explore the new model of rural Grass-roots party construction embedding rural governance.Such a practice responses to the above governance dilemma actively and plays the unique advantage of political guidance,ideological guidance and organizational integration of the rural grass-roots party construction.How to convert the advantage of party construction to rural governance’s efficiency and innovate the route choice of the combination of self-governance,rule of law and rule of virtue,we need to do well in four aspects.The first,confirm the starting point of the need for good life of the masses.The second,confirm the exerting point of the combination of traditional culture and clean government culture.The third,confirm the key point of playing the exemplary role of party members and improving basic members’enthusiasm.The fourth,confirm the stay point of establishing party construction base,playing radiation function and summarizing governance experience.
