Patrol Reform Based on the Factors Restricting the Individual Behavior of Party Cadres

党员干部个体尤其是党员领导干部个体是党内巡视的重点对象,党内巡视应针对这一重点对象行为受制因素开展巡视变革,以提升巡视工作的成效。党内巡视必须要深入考察政治行为、政治态度、政治信仰的相关性,不能单纯考察政治行为而不去透视政治行为背后的因素。建构党内巡视制度体系和推进巡视工作,在此基础上形成和强化过程管理机制、问责管理机制、预防管理机制。

Individual party member cadres,especially individual party member leading cadres,are the key targets of party inspections.Party inspections should be subject to changes in this key target’s behavior to improve the effectiveness of inspections.In the process of inner-party inspections,it is necessary to thoroughly examine the relevance of political behavior,political attitudes,and political beliefs,rather than simply examining political behavior and not looking at the factors behind political behavior.To build a system of inspections within the party and promote inspections,it is necessary to form and strengthen process management mechanisms,accountability management mechanisms,and prevention management mechanisms on this basis.
