社会工作服务机构在社区营造中的行动策略研究——以内蒙古呼和浩特社会工作服务机构为例

Research on the Participation Strategy of Social Work Service Institutions in Community Building——Take the social work service organization in Hohhot,Inner Mongolia as an example

社会工作的出现为中国解决社会问题、保障和改善民生提供了新的路径。与全国大多数地区一样,呼和浩特市社会工作服务机构在其发展过程中存在对政府资源依赖较大、专业理念同实际服务有偏差、机构管理制度不完善等问题。结合先进地区的经验,以呼和浩特市社会工作服务机构参与社区营造为例,分析社工机构的角色和行动模式,提出改革机构内部制度,调整机构在社区营造中的参与角色、改善服务内容并培养"非依赖"性思维,围绕"三社联动"机制创新发展等建议,以实现社会工作服务机构在协同创新和参与社会治理及社区营造中的专业角色。

The emergence of social work provides a new way for China to solve social problems,guarantee and improve people’s livelihood.Like most areas in China,in the process of development,social work service institutions in Hohhot have some dilemma,such as too much relying on government resources,deviation between professional ideas and actual services,imperfect institutional management system and so on.Based on the experience of advanced cities and areas,this paper analyzes the role and action strategy of social work institutions in the community building in Hohhot,and tries to put forward some suggestions,such as reforming the internal system of institutions,adjusting the participation role in community building,improving the service content and cultivating"independent"thinking,and innovating and developing the mechanism around the"social organization,social worker and community linkage"and so on.In order to realize the professional role of social work service institutions in collaborative innovation and participation in social governance and community building.
