如果按照全国改革开放的演化路径来审视内蒙古,同国家"两头在外、大进大出""以市场换技术"的模式不同,内蒙古的开放过程不能完全套用该范式。受开放积淀、对外贸易发展特点及同国家战略的不同步影响,内蒙古的开放过程显得比较艰难,这些问题都反映在了内蒙古一系列对外经济指标上。在研究问题的基础上,通过对内蒙古对外开放问题的梳理,寻找双循环新格局下的高水平开放路径。

If you look at Inner Mongolia according to the evolutionary path of the country’s reform and opening up,it is different from the country’s model of"two ends,big in and big out"and"market for technology".Inner Mongolia’s opening process cannot completely apply this paradigm.Affected by the accumulation of opening up,the characteristics of foreign trade development,and the lack of synchronization with national strategies,Inner Mongolia’s opening process appears to be relatively difficult.These problems are reflected in a series of foreign economic indicators in Inner Mongolia.On the basis of research questions,through combing the problems of Inner Mongolia’s opening to the outside world,it is looking for a high-level opening path under the new dual-cycle pattern.
