乡村环境治理村民参与动力构建的困境及其克服

Research on the Dilemma of Villagers’ Participation in the Construction of Rural Environmental Governance and Related Countermeasures

回顾村民生态社区参与的理论解释和乡村环境治理村民参与动力构建的分析框架,针对当前村民参与动力构建的内生动力成长困境、外生动力可持续难题和激励相容困境,中国乡村环境治理有必要以村民生态利益自觉为关键目标,推进村民参与的内生动力成长;以环境治理能力建设为关键手段,增强村民参与的外生动力可持续性;以基层党组织元治理功能实现为关键途径,提升村民参与动力间的相容性。

Looking back the theoretical explanation of villagers’participation in ecological community and the analytical framework of establishment of villagers’participation in rural environmental governance,and targeting the dilemma of endogenous motivation growth,sustainable exogenous motivation as well as their incentive compatibility of villagers’participation motivation establishment,China should take villagers’consciousness of ecological interests as the key goal for rural environmental governance to guide villagers to participate in the growth of endogenous power,take the capacity building of environmental governance as a key approach to making the participation in exogenous forces more sustainable,and take the meta-governance of primary Party organizations as the key path to make the participation forces more compatible.
