Comprehensive Evaluation and Analysis of Wenzhou’s Green Development During the “13;Five-year Plan” Period——From the Perspective of Government’s Environmental Responsibility

生态文明建设是新时代"五位一体"总体布局的基础,绿色发展自然成为高质量发展的前置条件。浙江省于2016年启动了生态文明建设考核。温州绿色发展协同性还有较大的提升空间,主要表现为温州各县(市、区)绿色发展差异较大,影响了绿色发展的稳定性。为了促使"十四五"期间绿色发展更上一层楼,温州需建立健全推进绿色发展的长效机制,"增长补短"全面提升绿色发展的水平和能力,确保支撑企业绿色发展的绿色组合政策落地。

The construction of ecological civilization is the foundation of the overall layout of the Five-sphere Integrated Plan in the new era,and green development naturally becomes a prerequisite for high-quality development.In the year of 2016 Zhejiang Province launched the assessment of the construction of ecological civilization,.However,there is still much space for improvement in the coordination of green development in Wenzhou.This is mainly manifested in the great differences among various counties(cities,districts)in Wenzhou,which further influences the stability of green development.In an effort to push green development to a higher level during the"14;Five-year Plan"period,Wenzhou needs to establish and complete a long-term mechanism to promote green development,"foster strengths and make up for its weak points"to improve the level and ability of green development in an all-round way,and guarantee the implementation of combined green policies that support the green development of enterprises.
