皖江城市带环境规制对产业优化升级发展研究

Research on the Influence of Environmental Regulations on the Development of Industrial Optimization and Upgrading in Wanjiang Urban Beltl

近些年来我国的经济增长正在逐渐由高速向中高速转换,相对于以前追求经济总量的增加,当前我国更加重视经济高质量的增长,这也是经济新常态的基本特征。在长三角一体化国家战略的大背景下,安徽省皖江城市带的8个地级市秉持国家发展战略,不断优化升级产业结构。该文通过构建产业优化升级指标,以环境规制强度为核心解释变量,以外商直接投资、国内生产总值、城镇化率以及对外开放度为控制变量来研究皖江城市带环境规制强度是否会对产业结构优化升级产生影响,进而对皖江城市带8个地级市的产业结构优化升级提出相应的政策建议。

In recent years,China’s economic growth has been graduallyshifting from high-speed to medium-high speed.Compared with the previous blind pursuit of growth of economic aggregate,China is now paying more attentionto high-quality economic growth,which is also the basic feature of the new economic normal.In the context of the integrated national strategy of the Yangtze River Delta,the eight prefecture-level cities in the Wanjiang urban belt of Anhui Province adhere to the national development strategy and continuously optimize and upgrade their industrial structure.By constructing industrial optimization and upgrading indicators,taking the intensity of environmental regulations as the core explanatory variables,and taking foreign direct investment,gross domestic product,urbanization rate and the level of opening to the outside as controlled variables,this paper studies whether the intensity of environmental regulations in the Wanjiang urban belt will affect the industry structural optimization and upgrading.Subsequently,it puts forward some suggestions about corresponding policies for the optimization and upgrading of the industrial structure of the eight prefecture-level cities in the Wanjiang urban belt.
