公共部门人力资源管理研究全景分析:一项基于文献计量的研究

摘要 为全面了解借鉴我国公共部门相关人力资源管理研究的发展状况,通过梳理国内公共部门人力资源管理自上世纪80年代以来近40年公开发表的2500余篇研究文献,构建关键词共现网络和机构合作网络,绘制分析了研究主题及机构合作的全景图,其中研究主题重点聚焦于早期研究、国际借鉴与比较及相关理论三个部分,定量刻画了我国公共部门人力资源管理研究全景。研究表明,国内研究关注于激励、公务员、改革、绩效、人力资源开发与人才、公共服务等六个方面,但主要是借鉴与实证分析,在理论方面,我国公共部门人力资源管理的理论研究以消化借鉴为主,中国学者原创的本土理论极少。此外,研究机构之间合作松散,尚未形成合力,公共管理、政治、经济三个学院间的互相合作是公共部门人力资源管理研究的主要合作模式。 To comprehensively understand the development status of research on human resource management in China′s public sector and draw on relevant studies,a comprehensive analysis was conducted by reviewing over 2500 research papers published in the past 40 years since the 1980 s.By constructing a co-occurrence network of keywords and an institutional collaboration network,a panoramic view of research themes and institutional collaborations was depicted.The research themes mainly focused on early-stage studies,international reference and comparison,and related theories,quantitatively portraying the panorama of human resource management research in China′s public sector.The study indicated that domestic research primarily concentrated on six aspects:incentives,civil servants,reform,performance,human resource development and talent,and public services.However,the emphasis was primarily on referencing and empirical analysis.In terms of theories,the research on human resource management in China′s public sector mainly relied on digestion and absorption of foreign theories,with very few original theories proposed by Chinese scholars.Additionally,there was loose collaboration among research institutions,and a collaborative model primarily involving public management,politics,and economics faculties was yet to be established as the main mode of cooperation in human resource management research in the public sector.
