The author aims to discover the political implication of Libra which was claimed by Facebook to be a pure business project.Libra would,if carried out as planned,produced a far-reaching impact not only on financial infrastructure,but also on the domestic and international political order based on sovereignty.The public law theory is facing a seriously challenge posed by Libra.
