摘要
随着军队改革的不断深入,非现役文职护士的需求重要性日益凸显。明确界定护理胜任力对军队非现役文职护士选拔、能力评估以及培训具有重要意义。本研究从军队非现役文职护士岗位胜任力的定义、组成、评估以及培训这几个方面进行了综述,同时对军队非现役文职护士岗位职业发展存在的主要问题及成因进行了剖析。结果表明:军队非现役文职护士岗位胜任力模型的构建在战争、灾害救治等方面已经有了初步的胜任力模型。但是,军队非现役文职护士岗位胜任力的概念发展尚未完善,组成尚未形成标准,评估胜任力水平以及培训方法等方面仍存在挑战。同时,非现役文职护士职业发展存在高级资格参评条件偏高、中级岗位聘任指标过少以及晋升路径不畅通等问题。需要建立科学完备的评价体系,采取积极有效的激励措施来提升非现役文职护士的岗位胜任力。
With the continuous deepening of the military reform,the demand for civilian nurses has been in the first place.Therefore,the clear definition of nursing competency is of great significance for the selection,capacity assessment and training of military civilian nurses.This study summarizes the definition,composition,evaluation and training of civilian nurses in the military.At the same time,the main problems and causes of the career development of non-service civilian nursing positions in the military are also analyzed.The results showed that the construction of the civilian nurse competency model had a preliminary competency model in war and disaster treatment.However,the concept development of the positional competence of the civilian nurses in the military has not been perfected,and the composition has not yet formed standards,and the assessment of competency levels and training methods still posed challenges.At the same time,the career development of non-active civilian nurses is plagued by problems such as high eligibility requirements for senior qualifications,too few employment targets for mid-level positions,and unobstructed promotion paths.It is necessary to establish a scientific and complete evaluation system and take positive and effective incentive measures to improve the job competency of nonactive civilian nurses..
