摘要
目的了解青海省卫生监督机构及卫生人员情况分布,为合理配置卫生监督人员提供依据。方法采用青海省卫生计生监督信息平台报告并导出,进行分析。结果青海省55家卫生监督机构中职业卫生科室配置过少。卫生监督机构中行政级别以科级、副科级机构及副科级以下机构为主,占比94.55%;性别比例,男性占比42.65%,女性占比57.35%;年龄分布主要集中在30岁—49岁之间,比例为65.20%;学历以大学本科学历(239人)和大学专科学历(184人)人员为主,占比90.77%;专业技术职称以中初级人员分布为主,占监督员人员总数的31.37%,高级职称人员占比1.23%。结论青海省卫生监督机构职级配置不合理,卫生监督人员的晋升空间狭窄,人员待遇低。卫生监督人员数量偏少,整体素质与全国平均水平相差较大,具有研究生学历的人员明显不足。建议加强卫生监督机构建设和科室配置引进,培养高素质的卫生监督人才是解决问题的途径。增加人员数量,提升卫生监督员级别和待遇,是目前提高卫生监督机构水平的首要选择。
Objective To understand the distribution of health supervision agencies and health personnel Qinghai Province,and to provide basis for the rational allocation of health supervision personnel.Methods The Health Supervision Agency and Personnel in Qinghai Province was used to report and export and analyze.Results There were too few occupational health departments in 55 health supervision agencies.The administrative level of health supervision organs is dominated by departments and sub-departments,accounting for 94.55 percent;the sex ratio is 42.65 percent for men and 57.35 percent for women:the age distribution is mainly between 30 and 49 years of age,accounting for 65.20 percent:the degree of education is dominated by undergraduate(239)and undergraduate(184)personnel,accounting for 90.77 percent;the professional and technical titles are dominated by junior middle-level personnel,accounting for 31.37 percent of the number of supervisors and 1.23 percent of senior titles.Conclusion The rank allocation of health supervision organization in Qinghai province is unreasonable,the promotion space of health supervision personnel is narrow,and the treatment is very low.The number of health supervisors is on the low side,the overall quality is quite different from the national average,and the personnel with graduate degree is obviously insufficient.It is suggested to strengthen the construction of health supervision organization and the introduction of department allocation,and to train high-quality health supervision personnel is the way to solve the problem.Increasing the number of personnel and upgrading the level and treatment of health supervisors is currently the first choice to improve the level of health supervision.
