大变局时代,欧美发达国家国内不平等和国家间不平等持续加剧,全球不平等愈演愈烈,不平等从无足轻重的边缘话题逐渐上升为关乎政治局势、左右国运民生的核心议题。在市场经济失灵、技术进步催动、全球收益下降、制度因素强化等多重条件的合力作用下,欧美不平等现象呈现多维性、普遍性、复杂性和轴心性等显著特征。不平等引发了一系列社会政治后果,诸如破坏机会平等、导致社会不公、形成代际传递、威胁民主制度等,乃当前欧美各国民主政治危机和国家治理困境的根源所在。

In the era of great changes,domestic and inter-state inequalities in Europe and the United States continue to increase and global inequality is growing.Inequality has gradually risen from a marginal topic of no importance to a core issue related to the political situation and the national movement and people’s livelihood.The current inequality is characterized by multi dimension,universality,complexity and axis.It is the result of market economy failure,technology development,global income decline and institutional factors strengthening.Inequality leads to a series of dilemmas and crises,such as destroying equality of opportunity,leading to social inequality,forming intergenerational transmission,endangering democracy,which are the root of the current democratic political crisis and national governance dilemma in Europe and the United States.
