Analysis on the Development Direction and Governance Approach of Circular Economy towards the Goal of Carbon Neutrality

全球气候治理面临诸多不确定因素。我国作为负责任的大国,向全世界宣布在2060年前实现碳中和。循环经济是经济发展中实现碳中和的重要方式。围绕碳中和这一目标,对循环经济实现碳中和的机理、发展路向以及治理理路进行分析,提出低碳循环经济发展助力实现碳中和目标在制度建设、多元治理结构以及科技创新等方面的建议。

Global climate governance faces many uncertainties.As a responsible big country,China has announced to the world that it will achieve carbon neutrality by 2060.Circular economy is an important way to achieve carbon neutrality in economic development.Focusing on the goal of carbon neutrality,this paper analyzes the mechanism,development direc⁃tion and the approach of governance of circular economy and puts forward suggestions on its system construction,diversi⁃fied governance structure and scientific and technological innovation so as to help achieve the goal of carbon neutrality.
