“正常化”理论视角下残疾人社会工作“以残助残”模式的问题与建议

Problems and Suggestions on the Model of “Disability-Supported Disability” for Disability Social Work from the Perspective of “Normalization” Theory

针对"以残助残"社会工作模式的优势进行分析以及这种新模式在实务过程中出现的四大问题的探究,如缺乏发展保障与动力、相关专业人才不足、公众的排斥与怀疑、残疾人群体自身的局限性;笔者认为,通过完善法律政策、发展残疾人社会工作机构、专业人才队伍建设、转变思想观念等可行性方面,能够有效促进"以残助残"社会工作模式的普及、发展与完善,使之真正地造福于残疾人群体。

This article analyzes the advantages of the social work model of"helping the disabled"and explores the four major problems that have emerged in the practice of this new model,such as lack of development guarantee and motivation,lack of relevant professionals,public repulsion and suspicion,and the limitations of the disabled themselves.The author believes that through the improvement of legal policies,the development of social work institutions for disabled people,the training of professional talents,and the change of ideas and concepts,we can effectively promote the popularization and development of the social work model of"disability-supported disability",which is truly beneficial to the disabled.
