我国港口和航道工程产业发展质量研究

Development Quality of Port Harbor and Waterway Engineering in China

在借鉴国内学者关于产业发展质量分析方法的基础上,运用投入要素质量、结构体系质量、产业运行质量、产业输出质量和可持续发展质量等5个维度的指标,对我国港口和航道工程产业2007-2018年12年间的发展质量情况进行了单项指数分析和综合指数分析,分析结果表明:我国港口和航道工程产业发展质量总体上呈上升趋势,但发展质量变化也存在波动,这说明我国港口和航道工程产业总体上正在从粗放型发展方式转向高质量发展方式,但这个转变过程也存在阻力和困难。要克服这些阻力和困难,就应从加快产业技术创新、加强产业组织管理、稳步推进产业国际化、加强产品和服务管理、实现产业绿色发展等5个方面着手,推进我国港口和航道工程产业转向高质量发展。

Based on the methods of the quality of industrial development adopted by other scholars, this article uses the five-dimensional indicators such as the quality of input factors, the quality of structural systems, the quality of industrial operations, the quality of industrial output, and the quality of sustainable development to analyze the development quality from 2007 to 2018 by the single index and comprehensive index. The analysis shows that the development quality of harbor and waterway engineering industry in China is generally on the rise, but the development quality also fluctuates. This shows that port harbor and waterway engineering industry is generally shifting from an extensive development mode to a high-quality development mode, but there are also obstacles and difficulties in this transformation process, and these resistances and difficulties must be overcome. Therefore, we propose policy recommendations for promoting the high-quality development of port harbor and waterway engineering industry from the following five aspects, including the industrial technological innovation, industrial organization management, industrial internationalization, product and service management, and industrial green development.
