高质量推进我国区域文化公共服务均等化研究

A Study on Promoting Equalization of Regional Cultural Public Services in China with High-Quality

公共文化资源作为推进国民经济和社会发展的核心禀赋要素,是提高国家综合实力的重要战略支撑。当前我国区域文化公共服务非均等化存在块状异质化等特征。在全面推动供给侧结构性改革背景下,研究如何高质量提升我国区域文化公共服务均等化水平应是具有重大战略价值的系统性课题。本文基于规范的研究方法和技术路线,在充分分析和评价我国区域文化公共服务均等化现状的基础上,结合国家政策的总体形势,提出了高质量推进我国区域文化公共服务均等化的科学对策。

Cultural public resources,the core endowment factor to promote national economic and social development,are the important strategic support to improve the comprehensive strength of the country.At present,the nonequalization of regional cultural services in China is characterized by block heterogeneity.Under the background of comprehensively promoting supply-side structural reforms,it is a systematic issue with significant strategic value to study how to improve the level of regional cultural and public service equalization in China.Based on the normative research methods and technical routes,this paper fully analyzes and evaluates the status quo of regional cultural public service equalization in China,and provides corresponding countermeasures,such as innovating top-level regulation system,enhancing the endowment guarantee ability of financial resources,building digital public service platform,etc.
