上海建设全球影视创制中心的政策评估与优化路径研究

Policy Evaluation and Optimization Route for Shanghai to Become a Global Center of Film&TV Development and Production

建设成为全球影视创制中心是上海城市发展的任务目标之一,在号召持续打响“上海文化”品牌的系列重要文件中被多次强调,并在上海市、区各级形成了一系列政策文本。在对相关政策文本进行梳理归纳的基础上,可以从政策质量、政策服务质量、政策成效三个层次构建符合全球影视创制中心建设目标要求的评估指标体系,探讨当前上海建设全球影视创制中心政策制定、政策实施、政策评估中存在的相关问题,并提出针对性建议。

It is one of Shanghai's goals for urban development to become a global center of film&TV development and production,which has been emphasized in a series of important government documents highlighting continuous branding for“Shanghai Culture”,and further addressed in policies at both municipal and district levels.After summarizing and analyzing relevant policy texts,an evaluation index system can be constructed from the perspectives of policy quality,policy service quality,and policy effectiveness,to discuss the pros and cons in the current practices of policy formulation,implementation,and evaluation process with specific suggestions.
