文化产业治理的辩证法

The Dialectics of Cultural Industry Governmentality

理论认为,文化产业治理的本质是以经济治理的方式实现文化治理,通过“治理文化”,实现“通过文化的国家治理模式转型”。而在实践中,文化产业产出和效果常出现与初设价值相悖,对整个社会发展有显著不良影响的“治乱现象”,挑战着文化产业治理理论的相关论述。文化产业本质和功能研究中,工具论/目的论、工具理性/价值理性是讨论和批判的焦点,但对其指涉和矛盾性讨论并未充分展开。这导致对其文化治理性与经济治理性的对立统一性认识不足,因而无法解释文化产业实践中出现的治理悖论。文化产业治理的本质与功能是一个多维矛盾体,一个动态发展的实践过程,不同价值及其实现方式之间的冲突与调适是实践的常态,这种辩证运动的过程不断引导文化产业内外部关系的不断优化,也成为文化产业治理实践发展的根本机理。文化产业作为当代精神生产最主要的范式,需要从社会综合治理的高度出发,重建文化的价值型发展观与政策实践,在发展中不断发现和优化其推动社会进步的动能,以差异又统合的价值理性与工具理性,调整文化治理与经济治理功能的协调发展与优化。

Theoretically,cultural industry in nature may implement cultural governance in an economic way.It is not only“governance culture”,but also"governance by culture",that its practice will promote the mode transformation of national governance.Practically,the output and effect of the cultural industry often appear contrary to the initial value,which has a significant negative impact on the development of the whole society.In research,there are two key areas that are discussed and criticized mostly.One is that culture has its own purpose or it is a tool for others?The other is whether we should follow the value rationality or the instrumental rationality?However,their implications and contradictions have not been discussed adequately.This leads to a lack of understanding of the unity of oppositeness between culture and economic logic in the governance of cultural industries,so it is impossible to explain the relationship between the rationality and contradiction of the governance of cultural industries.Cultural industry is an area with various value choices and interest conflicts which need to be reconciled,the process guides the continuous optimization of the internal and external relationship.That is the fundamental mechanism of Cultural industry governance,which is a dialectic,practical and development process.Cultural industry,as the main paradigm of contemporary spiritual production,should be regarded as a comprehensive governance mode to rebuild its development value concept and policy practice.Integrating the Value Rationality with the Instrumental Rationality,and cultural governance with economic governance,can continuously improve the capacity of the cultural industry as a tool to promote social progress.
