民生福祉视阈下社会保障与精准扶贫衔接的成效、不足及建议——以湖南省湘西龙山县双进村为例

Analyzing efficiencies,shortcomings and suggestions for the connection of social security and targeted poverty alleviation in the field of people’s livelihood and welfare——Take Shuangjin Village,Longshan County,Xiangxi Hunan Province as a case

精准扶贫是我国在新时代社会经济发展时期全面推行的农村减贫工作,脱贫攻坚已取得决定性进展。在改善农村贫困群体脱贫进程中,社会保障制度与精准扶贫的有效衔接发挥了重要作用,两者的性质和目标具有一致性。本文通过对扶贫村庄的调查,分析社会保障制度衔接农村精准扶贫的工作成效,探讨农村扶贫工作的不足,并给出相应的对策建议。

Targeted poverty alleviation is a comprehensive approach to rural poverty alleviation in China’s new era of social and economic development,which has made a decisive progress.In the process of rural poverty alleviation of rural poor groups,social security and targeted poverty alleviation,both with similar features and goals,have jointly played important roles.Based on the case study of a poor village in Hunan Province,this paper addresses the achievements of the connection of social security and targeted poverty alleviation programs,discusses current shortcomings and offers concerned suggestions.
