This paper makes SWOT analysis of police unmanned aerial vehicle(UAV)application,and discusses the key factors to be considered in the strategic planning.Firstly,the advantages,disadvantages,opportunities and threats of UAV in police application are introduced.Then,key elements of UAV application needs and objectives,technical capability and feasibility,personnel training and management,regulatory and policy environment,public and community relations,data security and privacy protection,budget and resource allocation,cooperation and partnerships,and risk management are identified.Finally,the paper emphasizes the strategic planning need for the application of police UAV to take all factors into account and to make continuous assessments and improvements in changing realities and needs,to improve the efficiency and accuracy of police work.
