山西农谷建设进展及其政策结构优化研究

RESEARCH ON THE PROGRESS OF AGRICULTURAL VALLEY CONSTRUCTION ADN ITS POLICY STRUCTURE OPTIMIZATION IN SHANXI PROVINCE

文章以2015—2020年山西农谷发展相关政策为研究对象,运用质性分析和结构分析法,使用Nvivo软件和科技创新政策工具对政策文本的阶段嬗变和结构进行分析。总体表征为,供给型基本均衡、环境型比例失衡、需求型尚显单薄,农谷创新投入尚需持续发力,激励措施需要统筹优化,市场交易活力亟待全面激发。据此提出山西农谷政策的制定需注重政策的牵引方向和可操作性,同时优化调整政策结构,深度推动农谷战略化发展。

Taking the policies related to the development of Agricultural Valley in Shanxi from 2015 to 2020 as theresearch object,this paper adopted qualitative and structural analysis while using Nvivo software together withscience and technology innovation policy tools to carry out stage transmutation and structural analysis on the policytext.The overall characteristics were showed as follows.Supply-oriented policies were basically balanced,theproportion of environment-oriented policies was unbalanced,and demand-oriented policies were still weak,innovation investment still needed to be sustained,incentive measures needed to be coordinated and optimized,andthe vitality of market transactions needed to be fully stimulated.Thus,the formulation of policies on ShanxiAgricultural Valley should focus on their directions and operability.Meanwhile,the policy structure should beoptimized or adjusted,so as to promote deeply strategic development of the Agricultural Valley.
