科研院所基本科研业务费专项管理及其成效——以中国水产科学研究院长江水产研究所为例

ANALYSIS ON THE MANAGEMENT OF THE BASIC SCIENTIFIC RESEARCH FUNDS PROGRAMS OF THE RESEARCH INSTITUTE AND ITS EFFECT——TAKING YANGTZE RIVER FISHERIES RESEARCH INSTITUTE, CHINESE ACADEMY OF FISHERY SCIENCES AS AN EXAMPLE

文章总结和分析了中国水产科学研究院长江水产研究所2008—2020年"中央级公益性科研院所基本科研业务费专项资金"在制度建设、经费资助、支持方向等方面的管理状况和实施成效,具体分析其在学科建设、重大项目预研、人才培养等方面起到的促进作用,并剖析存在的问题,提出加强顶层设计、协调院所两级项目、扩大资助范畴和完善评价机制等建议。

This paper summarized the management status and implementation effectiveness of the"the Basic Scientific Research Funds Programs in National Nonprofit Scientific Research Institutes"from 2008 to 2020 by the Yangtze River Fisheries Research Institute of the Chinese Academy of Fishery Sciences,anlyzed its promoting role in discipline construction,pre research of major projects and talent training,then parsed the existing problems,finally put forward some suggestions,such as strengthening top-level design,coordinating two-level projects of institutes,expanding the scope of funding and perfecting the evaluation mechanism.
