连云港市中小企业应急转贷资金运营现状研究

Research on the Operation Status of Emergency Refinancing Funds for Small and Medium-sized Enterprises in Lianyungang

融资难、融资贵一直是制约中小企业经营发展的瓶颈,尤其是中小企业在续贷时往往面临资金周转紧张、转贷成本高等问题。为支持中小企业发展,有效防止和化解中小企业资金链断裂风险,帮助中小企业及时获得金融机构转贷支持,2016年连云港市人民政府出台相关文件,设立连云港市中小企业应急转贷资金。运营5年来,应急转贷资金的使用成效显著,大大缓解了中小企业融资困难的情况。同时,针对连云港市应急转贷资金运营存在的问题,从加强组织领导、建立激励考核机制、明确转贷办理的合规性和加大转贷政策宣传力度等方面提出了针对性的建议。

Financing difficulty and expensive financing have always been the bottleneck restricting the operation and development of small and medium-sized enterprises,especially they are often faced with the problem of tight capital turnover and high loan cost when renewing loans.In order to support their development,effectively prevent and defuse the risk of capital chain rupture,and help them timely obtain the loan support of financial institutions,Lianyungang Municipal People’s Government issued relevant documents in 2016 to set up emergency refinancing funds for them.In the past five years of operation,the use of emergency refinancing funds has achieved remarkable results,greatly alleviating their financing difficulties.At the same time,in view of the problems existing in the operation of the emergency refinancing funds in Lianyungang,the paper put forward corresponding suggestions in strengthening organization and leadership,establishing an incentive and assessment mechanism,clarify the compliance of refinancing and intensifying the publicity of refinancing policy.
