事业单位绩效工资动态调整的现实困境与实践进路——以中央农业类事业单位为例

The Realistic Dilemma and Practical Approach of Dynamic Adjustment of Performance Wages in Public Institutions:a Case Study for Agricultural Public Institutes Attached to Ministries

摘要 事业单位绩效工资改革是我国收入分配制度改革的重要内容,自实施以来取得了诸多成效,为事业单位高质量发展、公益职能履行、公共服务质量效率提升提供了坚实保障。本文通过梳理事业单位绩效工资改革相关研究,以农业类事业单位绩效工资动态调整实践为例,总结出工资总量核定存在困难、绩效考核体系不够科学、绩效分配体系尚未健全等现实问题,通过分析其现实困境及其内在原因,提出科学核定绩效工资总量、完善绩效工资制度改革机制、优化单位内部分配机制、做好绩效工资监督管理等实践进路,以期为新时期农业类事业单位高质量发展提供借鉴。 The reform of performance-based salary in public institutions is an important part of China’s income distribution system reform.Since its implementation,many achievements have been made,providing a solid guarantee for the high-quality development of public institutions,the fulfillment of public welfare functions,and the improvement of public service quality and efficiency.The author proposes practical approaches such as scientifically determining the total amount of performance-based salary,improving the reform mechanism of performance-based salary system,optimizing the internal distribution mechanism of units,and doing a good job in supervising and managing performance-based salary by taking the dynamic adjustment practice of performancebased salary in agricultural institutions as an example,reviewing relevant research on reform of performancebased salary in public institutions and summarizing the practical problems of difficulty in determining the total amount of salary,unscientific performance evaluation system and incomplete performance distribution system.In order to provide reference for the high-quality development of agricultural institutions in the new era.
