农村产业融合发展是加快建设农业强国的必然要求,是全面推进乡村振兴的有效途径。在高质量发展要求下,农村产业融合发展的目标是“农民增收、农业增效、农村繁荣”,原则是“以农为本,以产兴农,以业富农”。农村产业融合发展可以通过农业产业链延伸、农村资源整合、乡村产业集聚三个方面支撑乡村产业高质量发展。当前农村人力资源短缺、产业融合用地少、资金筹集困难、加工技术薄弱等现实困境阻碍了农村一二三产业融合发展的步伐。在全面推进乡村振兴的背景下,需要通过加强人才队伍建设、保障产业融合用地需求、完善资金支持政策、加快产业技术创新等措施加速农村产业融合发展,补齐乡村产业高质量发展的短板。

The development of rural industry convergence is an inevitable requirement to accelerate the construction of an agricultural powerhouse and an effective approach to comprehensively promote rural revitalization.Under the requirements of high-quality development,the goal of the development of rural industry convergence is to achieve“increase farmers’income,enhance agricultural efficiency,and promote rural prosperity”,guided by the principle of“take agriculture as the foundation,prosper agriculture with production,and enrich farmers with industry”.The development of rural industry convergence can support the high-quality development of rural industry through the extension of agricultural industry chains,the integration of rural resources and the agglomeration of rural industries.Currently,the shortage of rural human resources,the lack of land for industrial integration,the difficulty of fund-raising and the weakness of processing technology have are hindering the pace of rural industry convergence.Against the background of comprehensively promoting rural revitalization,it becomes essential to accelerate the development of rural industries convergence and address the deficiencies in the high-quality development of rural industries by strengthening the construction of talent teams,ensuring the demand of land for industrial covergence,improving financial support policies,and accelerating industrial technological innovation.
