乡村振兴背景下法治乡村建设对策研究——基于四川省红岩镇、武德乡、芭蕉镇的实证考察

Research on the Countermeasures of Law-based Rural Construction under the Background of Rural Revitalization:Empirical Investigation Based on Hongyan Town,Wude Township and Bajiao Town in Sichuan Province

“法治乡村”的建设能为乡村振兴提供坚实的法治保障。笔者对四川省红岩镇、武德乡、芭蕉镇三地法治状况的实证考察发现,四川省存在法治乡村建设和区域差异,成都地区法治乡村建设水平整体上高于非成都地区,存在普法队伍不稳定、主动性差、群众参与度不够、法律资源不足等问题,但乡村也存在主动迎法趋势。建议由当地政府采取组建乡镇普法队伍、构建“聚散型”人才库、组织现场案例观摩的方式深入普及法律知识,通过设置法律调解专员、优化落实“一村一顾问”制度、搭建乡村法律服务平台满足村民用法需求,化解村民矛盾,塑造文明乡风,提升法治乡村建设水平。

The construction of“law-based villages”can provide a solid legal guarantee for rural revitalization.An empirical investigation of the legal status of Hongyan Town,Wude Township,and Bajiao Town found that there were regional differences in the construction of legal villages in Sichuan Province.The level of legal village construction in Chengdu was generally higher than in non-Chengdu areas.There are problems such as poor sexuality,insufficient mass participation,and insufficient legal resources,but there is also a tendency to actively embrace the law in rural areas.It is suggested that the local government should further popularize legal knowledge by setting up a township legal popularization team,building a“gathering and dispersing”talent pool,and organizing on-site case observation.The platform meets the usage needs of villagers,resolves conflicts among villagers,creates a civilized rural style,and improves the level of rural construction under the rule of law.
