贯彻创新驱动发展 扩大农业科技有效供给——基于农业科研机构视角的探索与研究

Implementing Innovation Driven Development to Expand the Effective Supply of Agricultural Science and Technology——Exploration and Research Based on the Perspective of Agricultural Research Institutions

进入新时代,党中央从国家发展全局出发作出实施创新驱动发展战略的重大部署。全面建设社会主义现代化国家,最艰巨最繁重的任务在农村,更加需要发挥科技的战略支撑作用。本文分析了创新驱动农业农村发展的使命挑战,剖析了农业科技供给的主要不足。围绕矛盾主要方面,从充分发挥农业科研机构主力军作用出发,提出强化国家农业战略科技力量、促进各类创新主体分工协作、助力农业企业提升研发能力、扩大农业科技国际交流合作、培强农业科技人才队伍和统筹加强科技资源配置的建议。聚焦事物内因,进一步建议农业科研机构深化改革、激发活力,通过加强党的全面领导、积极培育创新文化、树立正确科研导向、构建充分激发科研人员活力的激励机制以及信任与监督相统一的约束机制,努力打造全面支持的创新生态,持续增强扩大农业科技有效供给的内生动力。

In the new era,the CPC Central Committee has made major plans for implementing innovationdriven development strategy in overall light of national development.The most challenging and arduous tasks in building a modern socialist China in all respects remain in rural areas,therefor it is even more necessary to give full play to the strategic support of science and technology.This paper analyzes the mission of innovation-driven agricultural and rural development as well as the main shortage of agricultural science and technology supply.Around the main aspect of contradiction,to give full play to the role of agricultural research institutions as the main force,this paper puts forward to strengthen the national agricultural strategic research institutions,promote specialization and cooperation among various innovation entities,help agricultural enterprises improve their R&D capabilities,expand international exchanges and cooperation,cultivate high-level talents and unify resource allocation.Focus on internal causes,this paper further proposes that agricultural research institutions should deepen reform and stimulate vitality by strengthening overall leadership,fostering innovation culture,establishing correct research orientation,building appropriate incentive mechanism and constraint mechanism in order to provide comprehensive support for innovation and enhance endogenous motivation for expanding effective supply of agricultural science and technology.
