习近平总书记关于国家粮食安全战略论述的主要内容与实践启示

Xi Jinping’s Strategic Thought on National Food Security in the New Era

2013年习近平总书记提出了“以我为主、立足国内、确保产能、适度进口、科技支撑”的国家粮食安全战略,在多个场合强调了粮食安全的战略基础地位,与时俱进地为国家粮食战略指明了方向、提供了根本遵循。二十大报告肯定了十八大以来粮食安全战略的实施成果,但也指出了粮食安全存在的潜在风险,并对下一阶段的粮食安全战略实施提出了重要要求。本文学习了习近平总书记关于国家粮食安全的重要论述的内容,剖析了现阶段制约粮食安全的4点现实矛盾,并基于此提出了现阶段保障粮食安全的5点对策建议。

In 2013,General Secretary Xi Jinping put forward the national food security strategy of“focusing on us,based on the domestic market,ensuring production capacity,moderate imports,and supported by science and technology”,and then further emphasized the strategic foundation of food security on several occasions,and added new contents to the national food strategy with the times.The report affirms the results of the implementation of the food security strategy since the 18th National Congress,but also points out the potential risks of food security and puts forward many important requirements for the implementation of the food security strategy in the next phase.This paper studies the contents of General Secretary Xi Jinping's important remarks on national food security,analyzes four realistic contradictions that constrain food security at this stage,and proposes five countermeasures based on them to ensure food security at this stage.
