村党组织在乡村治理中的作用研究——基于河北省村党组织的调查研究

Study on the Role of Village Party Organizations in Rural Governance:Based on an Investigation of Village Party Organizations in Hebei Province

实现乡村“治理有效”,是国家有效治理的基石,也是乡村振兴的基础,事关农业农村改革发展、关乎党在农村的执政基础、影响社会大局稳定。“火车跑得快,全靠车头带”,推动乡村治理现代化,实现农村基层社会治理有效,必须充分发挥农村党组织在农村各类组织中领导核心作用,推进乡村治理创新和转型,提升乡村治理能力。近年来,河北省深入贯彻落实新时代党的建设总要求和新时代党的组织路线,聚焦村党组织负责人选配、软弱涣散村党组织整治、村公共服务体系构建,不断加强治理体系制度建设,持续深化拓展“万人示范培训”,全面加强基层党组织建设,强基固本夯实战斗堡垒,取得了良好成效。本文通过对河北604名村党组织书记的问卷调研、座谈交流,全面总结农村基层党组织在乡村治理有效中的重要作用,系统梳理农村基层党组织书记素质能力存在的主要问题,研究提出发挥村党组织在乡村治理中积极作用的策略建议,以期为助力乡村治理提供参考。

The realization of“effective governance”in rural areas is not only the cornerstone of effective governance of the country,but also the foundation of rural revitalization.It is related to the reform and development of agriculture and rural areas,the ruling foundation of the party in rural areas,and the stability of the overall social situation.“The train runs fast,all depends on the locomotive”.To promote the modernization of rural governance and achieve effective rural grassroots social governance,we must give full play to the central role in leadership of rural Party organizations in various rural organizations,promote innovation and transformation of rural governance,and improve rural governance capacity.In recent years,Hebei Province has thoroughly implemented the general requirements of Party building in the new era and the organizational line of the party in the new era,focused on the selection of village Party leaders,the rectification of weak and lax village Party organizations,and the construction of the village public service system,constantly strengthened the construction of the governance system,continued to deepen the development of“ten thousand demonstration training”,comprehensively strengthened the construction of grass-roots party organizations,strengthened the foundation,consolidated the fighting fortress,and achieved good results.The author comprehensively summarizes the important role of rural grass-roots party organization secretaries in the effective rural governance,systematically combs the main problems in the quality and ability of rural grass-roots party organization secretaries through questionnaire investigation and discussion with 604 village Party Organization secretaries in Hebei Province.The author proposes strategies and suggestions on the active role of village party organizations in rural governance,in order to provide a valuable reference for assisting rural governance.
