部属事业单位中层干部队伍建设研究:要求、挑战和路径

Research on the Construction of Middle-Level Cadres in Subordinate Institutions of Ministries and Commissions:Requirements,Challenges and Paths

农业农村部所属事业单位是部机关职能体系的重要组成部分,其干部队伍尤其中层干部队伍的建设,是打造新时代三农高素质干部队伍的重要组成部分。本文在对部属事业单位中层干部队伍建设需求形势分析基础上,提出了中层干部队伍应具备的“三种意识”,即坚决执行上级指示决议的意识、形成工作合力的意识、站在群众立场推动工作的意识;指出了相应干部工作的挑战在于能否做到“三个结合”,即政治素质与专业素质建设的结合、专业性与综合性提升的结合、分类培养与导向引领的结合。最后,本文提出了部属事业单位中层干部队伍建设的实施路径。

The public institutions affiliated to the Ministry of agriculture and rural areas are an important part of the functional system of the Ministry.The construction of the cadre team,especially the middle-level cadre team,is an important part of building a high-quality cadre team for agriculture,rural areas and farmers in the new era.Based on the analysis of the demand situation of the construction of the middle-level cadres in the institutions affiliated to the Ministry,the author puts forward the“three kinds of consciousness”that the middle-level cadres should have,namely,the consciousness of resolutely implementing the instructions and resolutions of the higher authorities,the consciousness of forming a working force,and the consciousness of promoting work from the standpoint of the masses;and points out that the challenge of the corresponding cadre work lies in whether the“Three Combinations”can be achieved,that is,the combination of political quality and professional quality construction,the combination of professional and comprehensive improvement,and the combination of classified training and guidance.Finally,this paper puts forward the implementation path of the construction of the middlelevel cadres in the subordinate institutions.
