过渡型社区:合村并居集中居住社区的治理问题研究述评

Transitional Community:A review of the Research on the Governance of the Centralized Residential Community where Different Villages Live Together

在城镇化建设的时代背景下,部分村庄被合并似乎成了历史发展的必然规律。但在快速社区化过程中,依土而生的农民、传统的乡土生活方式、乡土村民的社会秩序和村庄治理规则等,都在合村并居的过程中发生了嬗变。本文梳理了近30年来部分学者关于合村并居社区这一过渡型社区在发展过程中出现的种种问题的分析与思考,总结出治理模式变化、村民适应与社区融合、公共服务与公共品供给这三个问题的部分研究结果。但同时也发现,目前研究文献中阐述的案例并未实现现实情况的全覆盖。伴随着城镇化建设,合村并居这类社区在发展过渡中有着各自的区域属性,此类社区的治理问题还需要更加深入地探讨。

Under the background of the continuous expansion of cities and towns,the merger of some villages seems to be an inevitable law of historical development.However,in the process of rapid communitization,farmers born in accordance with the soil,traditional local lifestyle,social order of local villagers and village governance rules have all changed in the process of living together in the village.The author combs the analysis and thinking of some scholars on various problems in the development of the Transitional Community of various villages in recent 30 years,and summarizes some research results of three issues:the change of governance mode,the adaptation of villagers and the integration of communities,and the supply of public services and public goods.However,it can still be found that the cases described in the current research literature have not achieved full coverage of the actual situations.With the expansion of urban land,such communities have their own regional attributes in the development transition,and the governance of such communities still needs to be further discussed.
