加快农业科技创新步伐 实现高水平自立自强 被引量:3

Accelerating Innovation in Agricultural Science and Technology,Realizing Sci-tech Self-reliance and Self-strengthening at Higher Levels

摘要 农业科技创新是提升我国农业科技核心竞争力、助力推进农业高质量发展、乡村全面振兴和农业农村现代化的重要支撑和保障。本文基于我国当前农业发展面临的新形势新任务,通过对我国农业科技创新成就与其他农业先进国家创新体系的综合评述分析,指出当前我国农业科技创新存在的突出短板,分别从宏观、中观和微观层面提出未来我国农业科技创新需要处理的若干问题。在此基础上,提出加强关键核心技术攻关和原始创新、打造国家农业战略科技力量、强化农业科技社会化服务、推进农业科技体制机制改革、加大开放交流合作力度等加快推进农业科技高水平自立自强的对策建议。 Agricultural science and technology innovation is an important guarantee for enhancing the core competitiveness of agricultural science and technology,promoting the development of high-quality agriculture,pushing all-round rural vitalization and modernizing agriculture and rural areas.Based on the new situation and new tasks facing China’s current agricultural development,the author points out the outstanding shortcomings of China’s agricultural scientific and technological innovation at present,and puts forward several issues that need to be handled in the future of China’s agricultural scientific and technological innovation from the macro and micro levels through comprehensive comments and analysis of China’s agricultural scientific and technological innovation achievements and the innovation system between other advanced agricultural countries in the world.On this basis,it puts forward countermeasures and suggestions for accelerating the high-level self-reliance and self-improvement of agricultural science and technology,such as strengthening key core technology research and original innovation,building a national agricultural strategic scientific and technological force,strengthening the socialization of agricultural science and technology services,promoting the reform of agricultural science and technology system and mechanism,and increasing the intensity of open exchanges and cooperation.
