数字农业农村建设的创新实践和问题探讨——以新疆生产建设兵团为例

Innovation practice and study of digital agriculture and rural construction:A case study of Xinjiang Production and Construction Corps

基于新疆生产建设兵团在实施数字乡村战略、推动数字农业农村建设过程中的理论探索和实践经验,探究了全球新一轮信息革命背景下推进我国数字农业农村建设的创新理论和实践问题。结果显示:新疆兵团依托其特有的组织化规模化优势,在数字农业基础设施建设、农产品特色电商平台发展和以北斗导航为代表的高效种养业数字技术应用等方面取得了显著成就,但是以现有的农业信息化软硬件基础设施建设水平仍无法满足其发展现代信息农业、巩固脱贫攻坚成果、实施乡村振兴战略的总体需求。通过对现有问题和需求的系统梳理,从资源共享化、产业数字化、全局可视化和决策智能化4个方面进一步明确了新疆兵团发展数字农业农村建设的总体目标任务。提出依托新一代信息技术建设以数据资产为核心、以兴业为重点、以善政为基础、以惠民为目标的新疆兵团数字农业农村平台建设的系统性框架;从组织领导、制度建设、人才团队和资金投入方面强化了数字农业农村平台建设保障工作,创新提出了新疆兵团数字农业农村平台建设和运营模式。

Under the background of new global information revolution,the innovative theories and practical problems of digital construction in agriculture and rural areas of China were explored based on the theoretical exploration and practical experience of Xinjiang Production and Construction Corps(XPCC).The results showed that:Relying on its unique advantage at organizational scale,the XPCC has gained great achievements at the aspects of infrastructure construction of digital agriculture,development of characteristic e-commerce platform of agricultural products and application of digital technology represented by Beidou navigation in efficient seed and breeding industry.However,the existing software and hardware infrastructure construction and level of agricultural informatization still could not meet the overall needs of developing modern information agriculture to consolidate the achievements of poverty alleviation and implement the strategy of rural revitalization.By systematically sorting out the existing problems and demands,the overall objectives and tasks of XPCC were clarified in developing digital agriculture and rural construction from four aspects,including resource sharing,industry digitization,global visualization and decision-making intelligence.A systematic framework for the construction of digital agriculture and rural platform of XPCC with data assets as the core,industrial development as the focus,good governance as the foundation and the goal of benefiting the people was proposed.Three innovative construction and operation modes of the platform were put forward,and the guarantee work for construction of the platform were strengthened in terms of organization and leadership,system construction,talent team and capital investment.
