美丽宁夏建设的植绿增绿实践探索与路径完善——以石嘴山市“四绿”新模式为例

聚焦植绿增绿,坚持山水林田湖草沙一体化保护和系统治理是建设美丽宁夏目标任务的实践路径。宁夏石嘴山市围绕植绿增绿,立足山林权生态价值和效益,紧扣重点领域关键环节,放活林地经营权,保障林业收益权,以市场化改革促进规模化经营,培育绿化主体、增加绿化投入、提高绿化效益、加快绿化步伐,探索了“增绿效、扩绿量、守绿线、活绿素”的“四绿”新发展模式。但植绿增绿过程中面临生态环境本底脆弱、生态环境改善的结构性问题突出以及生态治理能力等方面的困境,需要对标共建“一带一路”倡议,走绿色可持续发展之路;发挥金融杠杆作用,创新“林长+”工作机制;健全市场化机制,提高生态治理能力;落实“六权”改革成果,完善生态产品价值实现机制。

Focusing on greening practices,adhering to the integrated protection and systematic governance of mountains,waters,forests,fields,lakes,grasslands,and deserts is the practical path for achieving the goal of building beautiful Ningxia.Shizuishan City in Ningxia has centered its efforts on greening practices,focusing on the ecological value and benefits of mountain and forest rights,closely targeting key areas and key links,activating forest land management rights,guaranteeing forest income rights,promoting large-scale operation through market-oriented reforms,cultivating entities for afforestation,increasing investment in afforestation,enhancing the benefits of afforestation and accelerating the pace of afforestation.It has explored a new development model of"four greens":increasing the effectiveness of greening,expanding the scale of greening,maintaining the green line,and activating the vitality of greening.However,in the process of greening,it faces challenges such as the fragility of the ecological environment,prominent structural issues in environmental improvement and ecological governance capabilities.It is necessary to benchmark the joint construction of the"Belt and Road"initiative,pursue the path of green and sustainable development,leverage financial leverage,innovate the"forest chief+"working mechanism,improve market mechanisms,enhance ecological governance capabilities and implement the results of the"six rights"reform to improve the mechanism for realizing the value of ecological products.
