甘肃省农业保险保费补贴效率及其影响因素分析——基于改进的三阶段DEA-Tobit模型

Analysis of the Efficiency and Influencing Factors of Agricultural Insurance Premium Subsidies of Gansu Province:Based on the Improved Three Stage DEA-Tobit Model

政策性农业保险实施以来,保费补贴效率的测度是调整和改革农业保险运行机制的重要依据。文章以甘肃省14个市州为决策单元,构建了分析框架,在变量选择上做了调整和扩充,运用改进的三阶段DEA-Tobit模型对2014-2016年甘肃省农业保险保费补贴效率及其影响因素进行了分析。结果表明,甘肃省农业保险保费补贴效率总体略低,各年效率得分约为0.62;一阶段与三阶段DEA结果差异较大,补贴效率的相对低效可以由外生环境因素解释。建议通过提高农业保险经办能力和农业防灾减灾能力,科学厘定费率、制定差异化费率,增强农民风险意识和农业保险认知等来改善农业保险补贴效率。

Since the implementation of policy-based agricultural insurance,the measurement of the efficiency of premium subsidy is an important basis for adjusting and reforming the operation mechanism of agricultural insurance.Taking 14 cities in Gansu Province as decision-making units,this paper constructs an analysis framework,adjusts and expands variables selection,and uses the improved three-stage DEA-Tobit model to analyze the efficiency of agricultural insurance premium subsidy and its influencing factors in Gansu Province from 2014 to 2016.The results show that the efficiency of agricultural insurance premium subsidy in Gansu Province is slightly lower,with an annual efficiency score of about 0.62;the results of DEA in one stage and three stages are quite different,and the relative inefficiency of the subsidy efficiency can be explained by exogenous environmental factors.It is suggested that the efficiency of agricultural insurance subsidy be improved by improving the ability of agricultural insurance management and disaster prevention and mitigation,setting the rates scientifically,formulating differentiated rates,and enhancing farmers’risk awareness and awareness of agricultural insurance.
