南疆深度贫困地区脱贫攻坚和实施乡村振兴战略的任务十分艰巨,应坚持全面践行《中共中央关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》,从全面落实新时代党的治疆方略的战略高度建立巩固脱贫攻坚成果和实施乡村振兴的制度措施。坚持弘扬制度优势,以新发展理念引领,深入推进农业供给侧结构性改革,把农业农村的高质量发展作为系统工程来推进。坚持运用好制度措施解决制约脱贫攻坚和乡村振兴战略实施的关键问题,综合优化统筹推进措施,优化公平竞争的市场环境、完善措施精准的政策环境、健全平等保护的法治环境,确保取得统筹推进脱贫致富和乡村振兴战略实施的实效。重视持续建强村党支部,强化党对统筹推进脱贫攻坚和实施乡村振兴战略的领导。
