中华人民共和国成立70多年来,高校思想政治教育政策经历了萌芽初见、迷失停滞、调整改革、深化巩固和创新发展的历史流变过程,在政策目标、政策制定、政策执行和政策评价方面,显示出培养社会主义建设者和接班人,坚持理论性、政治性和实践性相统一,坚持自上而下的政策执行模式,彰显高校思想政治教育时代价值和人文关怀的发展逻辑。立足新发展阶段,高校思想政治教育政策要传承党的百年奋斗历史经验,不断优化政策决策体系,深化科学研究,强化政策保障,以更加昂扬的姿态走向未来。

Over the more than 70 years since the founding of People’s Republic of China,the policy of ideological and political education in colleges has experienced a process of germination,stasis,reform,consolidation and innovation.The policy goal,establishment,execution and evaluation are characterized with training socialist builders and successors,upholding the unity of theoretical,political and practical qualities,adhering to the top-down policy implementation mode,and highlighting the contemporary and humanistic significance of ideological and political education.Based on the new development stage,the ideological and political education in colleges should inherit the historical experience of the Party’s centenary struggle,optimize the policy making system,deepen scientific research and strengthen policy guarantee for better development in future.
