内蒙古沿边开放的理论逻辑、区位优势、机制构建——基于“双循环”新发展格局的思考

Theoretical Logic,Location Advantages and Mechanism Construction of Opening up the Border Areas of Inner Mongolia——Reflections on the New Development Paradigm of "Dual Circulations"

随着世界经济下行压力的持续增加,国际政治经济形势的不确定性不稳定性增加。理论逻辑和历史经验证明:构建以国内循环为主体,强调联动循环、主动循环和动态循环的国内国际双循环新发展格局,不仅是大势所趋,更是中国经济与社会可持续发展的内在要求。内蒙古是中国向北开放的前沿及内外联运的通道,是国际国内两个市场交流合作的枢纽与节点。内蒙古应发挥自身区位优势,主动融入新发展格局,构建口岸基础设施建设机制、制造业产业发展升级机制、区域互济协调发展机制及多边争议解决机制,推进沿边开放。

As the downward pressure on the world economy continues to increase,the uncertainty and instability of the international political and economic situation increases.Theoretical logic and historical experience have proved that it is not only the trend of the times,but also the internal requirement for sustainable development of China′s economy and society to foster a new development paradigm of domestic and international circulations,which emphasizes interlinked,initiative and dynamic circulation,with the domestic circulation as the mainstay.Inner Mongolia is the frontier of China′s opening to the north and the channel of internal and external combined transportation,as well as the hub and node of the exchange and cooperation between the international and domestic markets.Inner Mongolia should make full use of its geographical advantages,take the initiative to integrate into the new development paradigm,establish the mechanisms for infrastructure construction of the port,the development and upgrading of the manufacturing industry,the coordinated development in different regions and the multilateral dispute resolution with meeting,and promote the opening up of border areas.
