内蒙古县域内城乡义务教育一体化研究:基于整体性治理视域

The Study on the Integration of Urban and Rural Compulsory Education in the County Area in Inner Mongolia: Based on the Perspective of Holistic Governance

摘要 治理结构、政策、目标和技术工具(信息资源)的“碎片化”,是制约内蒙古县域内城乡义务教育一体化的主要因素。整体性治理理论及其方法,为破解内蒙古县域内城乡义务教育“碎片化”问题提供了理论基础和实践方向。推进内蒙古县域内城乡义务教育一体化,实现城乡义务教育优质均衡发展,可以从四个方面进行:整合城乡义务教育供给结构,建立多元主体协同治理模式;整合供给政策,实现政策的配套联动;整合治理目标,确保价值理念的协同一致;整合信息资源,打破“信息孤岛”壁垒,促进信息共建共享。 In the process of integration of urban and rural compulsory education in the county area,there are mainly four restricting factors:fragmentation of governance structures,fragmentation of governance policies,fragmentation of governance objects and fragmentation of technical tools(information resources).The theory of holistic governance and its methods can provide a theoretical basis and practical directions for solving the problem of fragmentation.Four measures could be considered to promote the integration and realize high quality and balanced development of urban and rural compulsory education in the county area:multi-body cooperative governance mode should be established by integrating supply structures,the policies should be matching and linkage by integrating the policies,the value concepts should be coordinated by integrating governance objectives,and the information resources should be built together and share with each other by integrating information resources.
