The International Development System in the Post-pandemic Era——Challenges and Prospects

当前,新冠肺炎疫情仍在全球范围内蔓延,给国际发展体系带来了巨大挑战,国际发展合作格局呈“东升西降”“南起北落”之势。疫情暴露了全球治理困境,贸易投资受阻,经济持续低迷。中国参与国际发展体系面临新形势。一方面,中国仍处于重要的战略机遇期,多双边发展合作稳中有进;另一方面,中美博弈向纵深发展,两国关系走势影响中国参与国际发展体系。后疫情时代,中国应以共建“一带一路”为重点开展国际发展合作,以双边合作为基础扩大多边与三方合作试点,以全面脱贫、乡村振兴助力全球减贫与发展治理。

The COVID-19 pandemic,remaining spreading across the world,has been posing great challenges to the international development system.The pattern of international development cooperation shows the trend of both"ascending in the east and descending in the west"and"rising in the south and falling in the north".The pandemic has exposed difficulties in global governance,hindered trade and investment and pushed the world’s economies into historic slumps.China’s participation in the international development system faces a new situation.On the one hand,China is still in an important period of strategic opportunities,with the steady progress in its development of bilateral and multilateral cooperation.On the other hand,the China-US competition is deepening.The trend of China-US relations affects China’s participation in the international development system.In the post-COVID-19 era,China should carry out international development cooperation with the Belt and Road Initiative as its focus,expand the scope of multilateral and tripartite cooperation trials on the basis of bilateral cooperation,and promote the global poverty reduction and developing governance through comprehensive poverty alleviation and rural revitalization.
