从反对到默许:精英俘获中普通村民的行为转变及其生成逻辑——以变迁、结构与话语为分析框架

From Opposition to Acquiescence:The Behavioral Transformation and its Generating Logic of Ordinary Villagers in Elite Capture——Taking Change, Structure and Discourse as An Analysis Framework

近年来,在惠农资源下乡过程中,普通村民对待精英俘获的态度从反对转变为默许。这一转变是多种因素交织作用的结果。基于“变迁、结构、话语”的理论框架分析发现,农村社会的变迁、相对开放的政治机会结构,以及精英俘获这一话语议题的转变,共同促使普通村民“默许行为”的生成。因此,在惠农资源下乡的背景下,面对难以避免的精英俘获现象,可以通过持续推进农村人口向城市转移、提高基层政府对村民诉求的回应能力,以及在惠农资源分配中兼顾多元主体权益等措施,缓解基层治理压力,维护乡村治理秩序。

The ordinary villagers’attitude towards elite capture has changed from opposition to acquiescence,within the process of transporting the benefiting resources to the countryside.By using the theoretical framework of"change,structure and discourse",it is found that the generation of such a change lies in the jointly interweaving of various factors,including the transformations of rural society,the relatively open structure of political opportunity,and the transitions of elite capture as a discourse issue.Under the background of transporting the benefiting resources to the countryside,it is possible to alleviate the pressure of community governance and maintain the order of rural governance by continuously promoting the amount of rural population moving to cities,improving the ability of community-level governments to respond the villagers’demands,and taking into accounts the rights and interests of multiple subjects in distributing the benefiting resources to the countryside,although the phenomenon of elite capture cannot be completely avoided.
