特色小镇建设的关键要留住人,实现人的城镇化。为此,首要任务是发展生产,满足居民就业需要,而生产的核心是产业,要做到“特而强”。其次是建设具有吸引力的社区生活。特色小镇不仅是生产场所,还应是生活场所,是社区,要做到“聚而合”。最后是建设美丽的生态环境。特色小镇不仅需要有人居住,更要适合人居住,实现“精而美”。“三生”融合,生产是基础,生活是内容,生态是条件,三者相互支撑、互为条件。在此过程中,文化是融合剂。小镇产业因文化底蕴而能与城市产业错位发展,从而获得旺盛的生命力;社区生活因文化而更具“人情味”和“温度感”;生态环境因文化底蕴而产生“感时花溅泪、恨别鸟惊心”的意境和依依不舍的乡愁。

The key to construct the characteristic towns is to retain people and realize the urbanization of people,which requires three tasks.The first task is to develop production and meet the employment needs of residents.As the core of production,the industry must be"specific and strong".The second task is to cultivate attractive community life.A characteristic town is not only a producing place,but also a living community where the residents could"meet and cooperate".The third task is to maintain beautiful ecological environment,which means the characteristic towns should be"delicate and delightful"so that they could be not only living place but also livable space.As for the integrating development of"production,life and ecology",production is the foundation,life is the content,and ecology is the condition.These three elements support and interact each other with culture as a fusion factor,which makes the industry in towns develop in a dislocation way compared to that in urban areas and obtain vigorous vitality,the community life be more kind and warm,and the ecological environment be home for any residents.
