Risk assessment of PPP projects based on entropy method and extenics

针对PPP项目实施过程中存在的问题,采用熵值法结合可拓学理论对PPP项目的风险进行评价。分析了PPP项目风险评价指标体系,由专家对某PPP项目的各指标进行打分,采用熵值法根据指标数据计算二级指标的权重,由可拓学方法对该PPP项目的风险进行评价,评价结果显示:该项目的风险级别为低风险,可为PPP项目实施提供决策参考,确保项目达到预期目标。

In view of the problems in the implementation of PPP projects, the entropy method and extenics theory were used to evaluate the risks of PPP projects. The risk evaluation index system of PPP project is analyzed. The experts grade each index of a PPP project. The entropy method is used to calculate the weight of the secondary index according to the index data. The extenics method is used to evaluate the risk of the PPP project. The evaluation results show that the risk level of the project is low risk. The results can provide decision-making reference for PPP project implementation and ensure that the project achieves the expected objectives.
