疫情下中日经贸合作关系的现状与展望

在过去的2020年,新冠肺炎疫情对中日两国经济、社会造成持续冲击。在此困难时刻,中日两国共克时艰,中日关系基本保持了改善和发展的势头,两国经贸关系更是进一步稳定向前发展。尽管受疫情影响,习近平主席原定的访日行程延期,但2月28日,两国成功举行了第八次中日高级别政治对话,双方分享防疫经验、协调防控措施,并就防止新冠疫情蔓延、加强信息共享等领域的合作达成一致。9月,习近平主席与日本新任首相菅义伟,举行了两国自2018年5月以来的首次电话磋商,明确两国将继续深化合作、加强双方高层互动。11月,国务委员兼外长王毅访日,先后与日本外相茂木敏充、官房长官加藤胜信以及首相菅义伟举行了会谈,双方达成了5点重要共识和6项具体成果,一致同意以更加宽阔的视野、更加有效的行动、在更加广泛的领域,构建契合新时代要求的中日关系。其中就经贸合作问题,双方一致同意适时举行新一轮中日经济高层对话,继续加强在科技创新、节能环保、医疗康养、电子商务、第三方市场等重点领域合作。11月,区域全面经济伙伴关系协定(RCEP)正式签署,中日首次达成双边关税减让安排,这一历史性突破,不仅有利于共同维护强化以规则为基础的多边贸易体制,也为今后双方加强互利合作指明了方向。期待两国抓住机遇、相向而行,持续深化务实合作,共同谱写互利共赢的高质量发展新篇章。

Despite the impact of the COVID-19,the economic and trade relations between China and Japan continued to maintain a positive and sound momentum in 2020.In terms of trade and investment,the total value of China-Japan trade increased steadily,China accelerated its step to investing in Japan and the prospects for Japan's investment in China are still promising.In terms of bilateral cooperation,the two countries have increasingly close and effective cooperation in technical intern trainees,third-party markets cooperation,service trade and many other fields.In terms of multilateral cooperation,the two countries actively promoted the China-Japan-South Korea FTA negotiations,seized the window of opportunity to sign the agreement.Faced with new risks and challenges in 2021,China and Japan should continue to implement the five consensuses and six decisions.The two countries should strengthen exchanges and cooperation in the fields of public health incidents and disaster prevention and mitigation,digital economy,energy saving and environmental protection,medical and health care,construction of modern agriculture,to achieve mutual benefit in a wide range of areas.In addition,the two countries should focus on global economic governance in the post-epidemic era,promote regional and multilateral cooperation,contribute Eastern wisdom to building a community of shared future for mankind.
