日本个人编号(My Number)制度:体系构想、推行状况与启示

My Number制度是日本政府构建的首个可以统合全体国民身份信息的管理体系。该制度以居民信息管理的高度统合化为目标,将日本居民在行政、商业等领域的个人信息统一到政府运营的一套系统中。如果该制度得到普及,日本的行政管理效率将大幅度提升,日本居民的生活也会更加便利。然而日本政府在推行该制度之初没有做好完全准备,漏洞频出引起了民间的普遍反对。My Number制度不仅是行政管理领域的改革,而且是日本政府重树技术大国形象、振兴经济的重要举措。因而民众的反对未能阻止日本政府推进My Number制度的步伐。My Number体系的制度构想与潜藏其后的经济振兴战略具有合理性与前瞻性,值得我国参考借鉴。

The My Number system is the first national identification number system that has been conducted at post—war Japan.This system uses a high—tech information control method,let the government gathering and manipulating the citizens’ information completely.The Japanese government aims to use this system to rebuild the image of the "hi—tech nation" Japan,and rebooting the Japanese economy.After the completion of this system,the Japanese citizens can enjoy a hi—tech life for sure.However,their privacy will also be supervised by the government in an unprecedented way.Although met lots of complaints and troubles at the very beginning of this project,the Japanese government wouldn’t stop this system until fulfilling the goals.
