Informatization Promotes Rural Revitalization:Mechanisms,Conditions and Policies

虽然信息化缓解了偏远农村的信息困境,但在市场机制作用下,基于集聚、规模和技能等方面的优势,大型城市地区仍是数字经济时代的主要受益者。而受制于村庄规模小、分布零散而造成的诸多障碍,信息化对农村经济发展的助推作用相对有限。因此,要充分发挥信息化在助力乡村振兴中的作用,建设公平可达的基础设施只是前提,分类有序推进新型城镇化,将为现代农业实现规模化生产经营奠定空间基础,从根本上解决城乡间商品服务双向流通的物流障碍等问题。在此基础上,利用村庄特色资源发展特色产业,从而在网络市场的海量商品竞争中形成错位发展,同时推动最新一代前沿数字技术在农业生产经营活动中的深度应用,这些措施对于促进乡村地区可持续发展并实现新型城镇化与乡村振兴的双轮驱动具有重要意义。

Although Information and Communication Technology(ICT)has alleviated the information dilemma of remote rural areas,large urban areas are still the main beneficiaries of the digital economy based on their advantages of agglomeration,size and skills.Due to the many obstacles caused by the small size and scattered distribution of villages,the role of ICT in promoting rural economic development is relatively limited.Therefore,the construction of accessible infrastructure is only a prerequisite for giving full play to the role of ICT in rural revitalization.Promoting the new type of urbanization will lay the spatial foundation for modern agriculture to realize large-scale production and operation,and fundamentally solve the logistics problems in the two-way circulation of goods and services between urban and rural areas.On this basis,the development of characteristic industries using the village’s characteristic resources;together with the in-depth application of the latest generation of cutting-edge digital technologies in agricultural production and business activities,are of great significance in promoting the sustainable development of rural areas and realizing both new urbanization and rural revitalization.
