Research Progress and Prospect on Attitudes towards Climate Policy

公众对气候政策的态度是影响政策实施效果的重要因素,气候政策态度正成为公共政策领域和环境行为认知领域日趋重要的研究议题。综合国内外最新研究成果,我们发现,气候政策态度概念本身存在复杂性,学界对其概念界定莫衷一是,政策的可接受性、接受度、支持意愿等是常见的表征公众气候政策态度的术语。同时,气候政策态度的测度量表日趋成熟,测量题项呈现多样性。另外,气候政策态度受到社会心理因素与气候变化感知、气候政策设计感知、环境因素的影响。未来,公众气候政策态度作为公共政策和环境行为认知研究的前沿领域,需要多学科视角,多方法介入。

Public attitude towards climate policy plays a key role in determining the effectiveness of climate policy implementation.Climate policy attitude has thus emerged as increasingly important topic in research fields of public policy and environmental behavior and cognition.By reviewing the relevant literature,we found that the concepts of attitudes to climate change are complex,and various terms,such as the policy acceptance,acceptability,and support and willingness,are used to represent the public attitudes.Meanwhile,the measurement scale of climate policy attitude has evolved to be more sophisticated and comprehensive.In addition,climate policy attitude is influenced by social psychological factors,perception on climate change,perception on policy design and environmental factors.In the future,it is essential to develop a multiple disciplinary perspectives and methods to study on public attitudes to cilmate policy in hte filed of public policy and envrionmental behaviors and cognition.
